Yeah, you can't do it from there when it's damaged. Instead, go to province list, locate the province, and click the barracks you want to disable from there. It will show a red cross after success.

How to Disable Damaged Barracks
I am interested in disabling a damaged barracks. There is a level one damaged barrack that says it doesnt have an upkeep due to damage; however there is a damaged level two barracks that is still active and I want to disable it but dont see the button under information for the barracks (on the pop-up after clicking the barracks reference under listed buildings for a province). Can someone tell me how to do this? There is a reference on the information pop-up that says "Building can be deactivated." I just dont see the option anymore.
