To end a game manually, 3 players or less need to be active. In the newspaper, a retire button appears at the bottom. All active players must press it for the game to end.

How to end a game with all players agreements
Hi COW community,
I have heard since a while that there is a possibility to win a COW match by getting all players in agreement. I explain: we have conquered all Europe in 4 players, as allies, and intend to win the game all together without forming a coalition. Nobody meets the individual requirement, therefore we are kind of "stock".
I hope this rumor I heard that we need to inform the COW staff in order to conclude the game with the current points is true. Thank you in advance for your kind assistance
