It's probably because railroad gun is slow. Try to putt some units, as a dam, between railroad gun and unit you are attacking. It will slow down that unit and railroad gun will escape.

It's pretty simple. Use scouts and aircraft to know where your enemy is. Stay on friendly territory where the enemy gets -50% speed. Shoot 'n scoot away. If they catch up then just split off some cheap defenders to hold them off while you fire.

Remember, damage is only inflicted every time the attack counter resets (every 30 minutes). Meaning, you are free to retreat your railroad gun for 29 minutes and 59 seconds AFTER damage is dealt each time.
Unrealistic, I know. But ranged units in the game do not need be stationary after their attack counter just reset. Here's what you do: Start bombarding, make sure the attack counter has started counting down (meaning that damage is just dealt to the target), then move your railroad gun for 29 minutes. Halt, wait for the second round of damage, then move again.
If for some reason, your railroad gun retreats too quickly and the target is out of range, well, maybe you shouldn't be moving for 29 minutes straight. Just scoot backwards by a few minutes.
