I’m in a 1.5 game and I have plenty of all resources....except manpower. You can’t sell or buy manpower so how do you produce more manpower in 1.5?

If I saw right, factories raise manpower, so you need to make factories and upgrade them in provinces that have high manpower.

Ah ok thanks. Factories also increase resource production right? But does it still increase production speed?

ok...so is there any way to increase production speed then?

Upgrade building needed for making units, for example you will make tanks faster if you upgrade tank plant.

Barracks have no effect on manpower in 1.5. Industry/local industry are the only buildings that increase an provinces economic output in any way.
