It is not possible to make a non core province a core. But what you can do is upgrade the province as much as you can. Some produce 3000+ resources! 
How to make core province from non- core province
Hi,
I would like to ask, how can I make core province from non-core.
In manual is written that it is possible after day 7, but it can be applied only to 3 provinces.

This line?
You can give a province from day 7 - and you can give only 3 provinces per game.
That refers to give a province away to another player I'm sure. Nothing to do with converting non-core provinces to core provinces.

I thought it was 4 provinces.

Without war-penalties even my most distant provinces on world map (100 players) reach close to 50% morale, meaning with forts even higher. Since, after a while, you have a surplus of resources anyway, one should always invest them in the next best province and so on.
The result of continuous province development in my game is that my economy is as big as those of my 4 opponents together.
Concerning the giving or exchanging provinces: I think I am sure it is 4
I am pretty sure that Gaza and Jerusalem were part of Israel when I started the game
This looks like the 22p kap; in that case, they absolutely certainly belonged to Egypt at game start.
No non-core prov can be made core in ANY way under current or past rules; can't say about the future)))
