Sometimes if you create a unit in A and try join a unit from B to it without moving A, they don't join. It is a bug.

How to merge stacks
Sometimes I can't get my units to merge. Anyone know how to get them to do so? I need an answer urgently please.

When I want to merge units I press Ctrl and select them to move to the same point of the map. If you can't merge them in cities, you need to move one of the troops for some secs and make them return to the city, it worked for me.
