Is there a way to reveal country armies without using gold?

put spies in cities, preferably one with no buildings

use military sabotage, the more spies in there, the higher the chance

Military sabotage spies are the way to go.

Put them in empty rural provinces with no buildings; there's always a chance of the spies revealing all armies but if you put them in cities or in a province with buildings, they may try completing other missions like damaging the buildings, etc.

My magic number is 5 spies to reliably reveal all armies on nearly all days, assuming the enemy has no counter-espionage spies. I've seen guys use 4 and still reveal all armies more often than not, or even some guys use 3 spies and still manage to reveal all armies sometimes.

If you start losing spies, it's due to counterespionage. In this case, bring extra spies and always expect losses.

I'm not sure how accurate or reliable this is, but I heard somewhere that 4 milsab spies (in an empty rural province, make sure it has over 30% morale so it doesn't revolt or something) gives you an 80% chance of reveal all armies. 5 milsab spies tend to be my go-to, unless I can afford more than that, in which case I'll pick two random empty rural provinces and put 4 milsab spies in each, which is almost fail-safe if you have the cash.
