You would need to provide info on what units enemy has, and what are available to you to answer that question. My guess is he has some fast stack in your terrain, so all you can do is make some planes, hit it hard from air with patrol while blocking the stack with 2 or more At

This is the historical map, correct?

On this map, the middle of South America is useless jungle. The screen shot doesn't say anything. The question you should ask is: What is the enemy using, and what can I do to counter his army? It's all about the army. Killing his units at little or no cost to your own units. That's what wins maps. The background color of remote provinces means nothing.

Maybe ask your ally to the south for help. Thats what I would do.

Militia was just nerfed. Otherwise I'd say that is your short term counter. But if this is a game older than 2 days, you could still do it.

What if Venezuela is using upgraded infantry, which mop the floor with militia? What if they are using rocket arty, which beats all unarmored units?

You have to understand what you're facing and adapt your response.

Alright, Argentina backstabbed me, so that is out of the question. My military has been heavly depleted in a desperate defensive struggle. I've crippled his costal citys and cities in Bolivia. His military is rather weak, affter several days of war.

You still haven’t told us what unit type(s) your enemies are using. If you do, we can give you suggestions on what to build to maximize effectiveness on the battlefield.

Yes, as @AleksanderZ said above, we need to know what units the enemy has. It's pretty much impossible to come up with an effective counter without that information.

You should retreat your troops to a spot where you have the advantage and hold a defensive line while you try to rebuild

The war has been lost, however they were using meduim tanks and artillry.
