I use a stack in front of the artillery.You can add protection to the arty in case the front stack/meat shields gets destroyed.
How to use meat shields?
i made lots of medium tank for meat shield. so how to use? i have arty stack so should i keep them in stack or split and put them in front?

By meat shield do you mean a group that is there just to absorb hit points and make your top 10 units last longer? Are you an active player or do you just send the army across four provinces with no fire control active so that artillery will just run over other armies instead of stop and bombard? Maybe leave them in stack if that's the case. If opponent has rocket artillery might be best to split them and send them at rocket artillery. But if opponent also has air power and rocket artillery then maybe retreating is your better option. If together the anti air and artillery will be first to die because of the greater hit points of medium tanks so you could send beat up medium tanks to be meat shield for brand new artillery/ anti air army later I guess. I think best usually is to have arty stack and split medium tanks into two or three groups to run around in different directions in the vicinity and hopefully do more damage then opponent as he engages you one at a time
