The buildings required for producing units can only be constructed in provinces with urban terrain. You can find more info in the wiki.

I can't produce troops outside of the city.
I can't produce troops outside of the city. Inside of the city I can make any building (other than a second capital), and produce any troop; however, outside of the city I can't produce troops. under the production button it states, "production not available," why is that? I have one city to take and I'm having to wait hours just to make a troop and have it walk there, it would be nice if I could have troops being made right next to that capital.

the production of troops limitation is one of many downgrades available on CoW 1.5
however, if you can somehow register as an NPC,
you might be able to create multiple production arenas,
cases exist wherein NPC's have more than one aircraft factories!
