Greece and other smaller countries are A.I we cant play them because we are dead in the first hour of the game, it would be on the other hand a good idea to give those countries like Greece (other than Luxembourg) to have more militia or infantry just to make early expansion challenging.
the Greek repel the Italian invasion in WW2 so i think a bit more resistance is alright.
