Inactive Account Attacking

I assume that the thing you are referring to here is inactive players. After 2 days of inactivity (on most maps 2 days, but it can differ) the elite AI takes over the nation. The AI is basically the same as the normal AI given to default AI nations. As for them attacking, that is due to low popularity. They are meant to replicate the actions of a normal player. If you can keep popularity up, then no AI nations will attack you. In fact, they will give you RoW, SM, and even SI. I hope this helps.
