Inactive Country Shipbuilding

In the past few weeks, I have noticed a tendency for inactive player countries to build naval bases and produce naval units, particularly battleships. Before, it was rare for inactives to make naval units, except for HWW maps where they have naval bases pre-built. Was there a change made to the AI to make it do this?
