is there a way to take a town without destroying the industrial complex? maybe a siege option where you surround a town +++ it surrenders after 3-5 days of being cutoff???

There will always be damage to an industrial complex when the province is taken.
Industrial complexes that are upgraded to higher levels are usually only damaged and still functional after capture. So keep an eye on the newspaper and wait until your enemy upgrades his buildings before going to war.
Slightly different perspective.
Every building gets damaged during a province capture. A level 1 IC is quite an expensive building and 20/30 damage costs quite a bit to repair.
Most buildings allow a certain degree of function even if damaged below level 1. A fort will still offer some protection even if at 90% of level 1. An airbase can be used at 50% of level 1.
However when it comes to production you cannot create a unit unless the required buildings are at the right level. So a Level 2 airbase at 98% cannot produce a tactical bomber. Same goes for the IC, you require minimum level 1 IC to build most stuff.
So if you attack a level 5 IC it will get damaged but remain operational as a level 4 IC.
Now the important lesson is that when you attack a province with an IC in early game it is sometimes better to leave it for a few days (2-3) so that you can then attack a level 2 or 3 IC and when it gets damaged it will not be below a level 1 IC. There are 2 critical benefits to this. 1 - The IC will be able to produce straight away 2 More importantly it will not have been damaged below level 1 meaning that repairs will be cheap compared to repairing a level 1 IC. AI nations tend to upgrade ICs at the start of the game so it's best to take all provinces in an AI country before capturing the ICs.
