HI a see some players have industry in city’s others in provinces what’s the best or what’s the pros and cons had a search but never got anywhere cheers

Industries increase the resource and cash production in the city or province. You get more bang for the buck in your core cities but if you have a core province with a double resource its not bad.
It cost the same to take a city industry or province industry up to level 3. The city has the extra level 4 and 5 to pursue.
Cost to go to level 3 is 3700 metal, 4950 oil, 4500 rare material and 13100 cash.
Your core double resource city will go from 6000 to 8700, a 45% gain giving you 2700 more of that city resource.
Your core double resource province will go from 1500 to 4500, a 200% gain giving you 2000 more of that province resource.
If you have another city with a single resource then it would go from 3000 to 4350, so the double resource province is better. But if you spend for the level 4 and 5, an additional 5000 metal, 6650 oil, 6050 rare material and 17500 cash you could take it up to 6000.
Values would be less if city/province moral isn't 100%.
At 100% moral with no industries you have values of 187, 375, 750, 1500, 3000 and 6000. So as far as doubling or tripling the production you get more value sticking to the 1500 ones and above.
Industries also provide hitpoints on provinces. Maybe a bit of cover for airstrips.
Edit....math mistake again. you would get 3000 on that core province. Better then the core city for the price. I'm learning. I never upgraded provinces before but will now. thank you. still waiting for my first level 2 to finish so i'm pretty sure the level 3 will be the same price as a cities like the previous levels.

The boost in rural provinces is bigger, so the return on investment for rural and urban provinces is almost the same.
Only upgrade your core, conquered territories only get a quarter of their "normal" resources anyway so the RoI is only a quarter as well.

Two other things to consider. With the recent changes to starting manpower, it may be worth using at least one city to focus on building recruitment centers in the early game. The difference there between ROI in rural and urban is huge; go urban first. Building industry for at least one resource in rural providences would allow you to do this.
Second, and this will be very situational based on your country, is empty providences can be retaken easily. If you build something there, you'll have to defend it or risk losing it. Be cautious about building rural industry on boarders you believe may be hostile.
