I hate to be the bearer of bad news, but someone is messing with you. It makes absolutely no difference where you build your barracks relative to where your food (represented by the "wheat" icon) is produced. In fact, it usually makes sense to build your barracks in your biggest manpower-production provinces, because active/enabled barracks enhance manpower production.dmp01 wrote:

Barracks consume food, and the rate at which they consume food is the same no matter what kind of province they are in.
You can disable barracks if you aren't using them. Idle barracks do increase your manpower production and increase the production speed of units in that province, but disabled barracks do not.
In most maps the cities that you have industrial complexes in at the beginning are the most productive manpowerwise, and the most efficient locations to place barracks. There are situations that this is not true in, but it is a good place to start.
