Do infrastructure and ports benefit to enemy about move speed and embarking/disembarking speed?

Yes, if your enemy captures the province and they are not damaged they can support the enemy.

Infrastructure yes, not sure about ports.

Hm, I'm pretty sure the enemy does not receive the speed bonus of your infrastructure and port until they capture the province but I haven't done any hard tests on that.

I have, once the enemy captures the province they can use anything in it.

It should be an option to have all destroyed (for Comitern at least) or transferred alsewhere at a cost, scorched earth strategy

yes, you DO use infrastructure boost to speed for a province you haven't conquered yet. I'm not sure about ports either.

As i have said multiple times, Ports only work if YOU OWN the province its in.

I was referring to before capture. Obviously they get benefits from all buildings after capture.

However it appears I'm wrong. I trust you all.
