Initial resource production rate in Clash of Nations

I'm playing Britain, my core urban province with 100% morale and lv.2 Industry got a daily production of 7.5k.

But the core urban province of Germany with 88% morale and with no buildings got a daily production of 7.632k.

My question is, do countries in Clash of Nations have different initial' production rate?
