Yes. Set-up your games to require min. activity and allows country selection. When an expelled player has been inactive long enough, the Game Admin. can expel that player and free up that country for a new player.
For fairness, the other side should choose a player to also go inactive...but be brought back. This way both sides have one player inactive (no deployments, builds, etc.).
