Depends on situation. If you are marching towards an open capital or just trying to damage important cities as fast as possible it may be worth.
Is forced march worth using?
I was just looking at my troops, and I noticed it. I was wondering what other people thought about it.

It also depends on how close your unit is. If the unit is Under an hours march away from its final destination, you can get away with it scot free. The unit also jumps forward a pixel to make up for the second it forze, which can be used to your advantage.

Right - depends on situation. It can be to your advantage to be the defending unit rather than the attacking unit (check out the Anti-Tank stength values vs armor for attack and defend). You can look at an enemy's arrival time and if you can beat him to the province center before he gets there it could well be worth the health hit to force march.
I rarely use it, and only in emergencies. If someone has broken my line and I need to stop the threat, I'll send a large army at forced march. But in most cases, I won't.
