Is harassment a reportable offense?

In a HWW game, I'm Romania and I have taken Yugoslavia, Bulgaria, Hungary and am moving into Greece. Persia, whose ingame name is "Turk killer" demands that I invade Turkey with him. He had attacked Turkey on Day 1 and had made a little progress, but was now getting pushed back by Turkey, who is a level 120 player. He then asks me if I hate Turks. I said no. In the newspaper, he said he was a Serb and wanted everyone to target Turkey, who had a Turkish name. I told him I had a Serbian grandfather, but I live in Croatia and the other side of my family is Croatian. He then goes on to call me mean names like "crogaytian" and "fascist" and accuses me of "betraying" Serbia, even though none of this has to do with the current CoW game. I don't like these toxic people, they really ruin your game. I reported him a day ago, when could I expect action to be taken? Or do they not do anything about it?
