Is he cheating?
I'm not sure if it's allowed, but in my opinion a player is cheating and abusing a game mechanic. What he's doing is sending 6 offers to every player in the game. 6 Right of way offers and is asking for all 5 types of resources and cash. In his own words, 90% of players fall for this thinking he's GIVING resources away. But actually, he is ASKING for resources in exchange for the right of way. Now imagine the amount of resources this guy "steals" per game and the advantage he gets? Also, he's abusing the mechanic, where you can accept "right of way" 6 times in a row. You shouldn't be able to accept the same deal 6 times over.

Seems to be an interesting but dirty way of playing.
Probably only works against new players.
You'll probably need some luck tho if you want to gain a major resource advantage in a game with that strategy.
Have never done it myself, maybe I should try it in at least one game.

As you can see, the majority of players consider this an underhanded and borderline illegal tactic. Using tactics like that, it will be easy for players who don't fall for it to unite against you because they feel insulted. In the early game, do you really want to find yourself in a situation where the world is uniting against you? Diplomacy is an important aspect of the game and you may find it hard to get allies.
With the number of threads on this forum on this subject I'm starting to see a lot more of these offers being made at the start of the game. Looks like people lurking the forums are chancing their luck trying to get free resources.
Definitely poor sportmanship and an overall crappy thing to do. Long term this only hurts the community by driving away potential new players if they fall for it. The games got a steep learning curve already without losing your resources to a scam.
It's been talked about (and encouraged, by some) in the discord for a while, so I think you've got causality reversed--I think the increase in people using this tactic has led to an increase in forum threads.
It probably is one of the most dirty strategies I've heard for not only CoW, but probably for other similar games by Bytro as well.
The disturbing thing on this is, that there's technically no rule saying something against it, at least not right now.
the real world is full of people trying to scam you. the best course of action is to learn from the event and not get scammed again. Realize that there are people out there trying to take advantage of you both in the game and in the real world. Scam me once shame on them scam me twice shame on you.
