I remember in 1.0, SP Artillery was one of the best late game units to have. I remember I would usually always have success using this unit. Does SP Arty still hold prevealence in 2.0, or is it generally not recommended? Are there certain doctrines it works better as than others?

Axis doctrine, level 1 SPA have nearly double the offensive fire power of towed arty.
as to the question about CoW 2.0
it occurred by default, with no fanfare, just a terse statement that CoW-1.5 (down) grades were over,
have not seen any mention of CoW 2.0 since.

It's very poor to compare level 1 artillery and level 1 SP artillery. Try comparing the blue print max levels; the SP artillery will most certainly come nowhere near twice the damage and will actually be quite close to each other. Then look at the costs; the SP will be significantly more expensive.
You also have to consider that if regular artillery faces off against SP artillery, regular artillery has the advantage because it is hitting a light armour target, whereas the SP artillery will be hitting an unarmoured target.

How many games last long enough to use the max level?

Doesn't matter. A lot of the time you can have level 2 or even level 3 artillery, depending on doctrine, when level 1 SP artillery is all that is available. It's simply poor policy to compare level 1 artillery and SP artillery. That's like comparing level 1 heavy tanks and level 1 light tanks.
