For a starting/defensive player, probably yes. You only have two neighbors, and Germany is typically busy on the continent so no real incentive to go navy at first. The border with Finland is pretty far away from your industrial centres, so not much risk to be overrun either. Norway and Denmark offer options for AI expansion.
On the other hand, this strength is also a weakness. You'll have some trouble expanding. When you go South, you'll have to find a way to protect your transports, and when you go East, distances get very long very soon.
