If im correct it's not allowed, since it falls under "pushing" which is bannable. But from my experience with report systems firstly it takes 3-4 days to get an answer from any GO at all, which is usually enough for the good teaming players to ruin the map, and secondly it depends on which server you are playing, and which GO is checking the ticket, since there is no strict definition for pushing, so each GO decides for themselves in the individual cases.
Yes some players do that and sometimes some friendly players are also really kind enough to help you win the game.
