Little red circles
I have some little red circles on my map on the corners of some territories. I’m not the only player on the map that has them also. What are they? And what do they mean?

It's quite obvious those perfect circles are made by aliens.

I always thought those are indicators for there being at least four provinces intersecting. I'm not sure why they are there except possibly as a visual aid for determining borders?
