Loss of Capitals

All were at 100%....home provinces.

I thought he may have been in the process of building a new capital in another city, but that would have been visible while under construction.

I've observed that capturing capitals is a global 20% moral tank across all provinces. I have no idea where you are getting these numbers from. Maybe I'm just insane who knows.

I've always experienced a 25% drop across all provinces...

This time it was only 10%
