Strangely, they do not. But if you are running a food deficit, it can and will have an added negative effect on the morale of your provinces. Which, in turn, can have a further negative effect on the production of resources, including food. I have witnessed several occasions when food deficits have led to death spirals of dropping provincial morale, catastrophic declines in food production, and devastating province rebellions and losses of territory and units.
