I am new to the game, and have a couple of questions about manpower. I hold all of the United States and Canada on a 10 player game, and yet I am not generating enough manpower to produce new units.. ( around 300 an hour ). How can I increase that manpower production so that I can continue to build units? Thanks for all of your advice!!
Build barracks in your highest manpower producing provinces, but watch your food production as barracks need it for maintenance. If food production drops to low levels, you can deactivate unused barracks by clicking the province list tab and clicking on the barracks icon. A circle with a line through it indicates it is deactivated. 
Conquering provinces also ends up providing a very large amount of your base manpower throughout the game, every little counts, especially in the much larger and longer lasting maps.
Some 'large' enemy cities provide a decent amount of manpower despite the non-core penalty
