I also had this, I checked various options, looked on the forums, and it turned out that this is a fairly common problem!

Map Scroll
today, when in game, (1.5 Clash of Nations) the map scrolls in the direction of the cursor whenever the cursor is near the edge. How do I turn this off or change it back the way it was. I checked settings, and didn't see an answer.

This is supposed to happen when you currently are in the "path preview mode", meaning you have an army selected and issue a move command before confirming the click. This makes giving move commands to targets outside of the screen easier. If this is the case in your report then it works as intended.
It is not supposed to happen though if you move your cursor to the screen with nothing selected. In that case please report again and specify more how to reproduce this.
