Max Fortification Level?
I have a province (island) that appears to be unable to build more than a L3 Fortification.
Anyone seen this before? I can build L5 Forts in other places, just not on this province.

It has now fallen to the orcs.

I investigated it, tho i couldn't check anything as the island got nuked and is no longer yours, if you see more problems like this, please report them in

Yeah. I did nuke it after I lost it. It probably was wrong but it felt so right.

Well, "orcs" was nicer than identifying the player and his forces with some ethnic slur.
Unless, of course, there is a nation of orcs out there that takes offense at that name.
