Mech Infantry by day 2

Hi guys, I am playing a pafici game and just noticed in the news that south india has mech infantry by day 2.

Hi is using Allied doctrine, with should enable this unit by day 4.

My understanding is that unit packs cant be used before research is available.

So, how is this possible?

I dont see the option to use gold to buy this reasearch, so this is very confusing for me.
