Someone in one of the games I am in has a medium tank on day 6. You can't research them until day 8. Is he cheating? Or do some countries get them at the start?

Everyone gets a medium tank to start their very first tutorial game.

And I have witnessed AI countries get a medium tank brigade to start, too. Germany always seems to get one in Koenigsburg.

Check your oponent's stats. I expect you will find they have joined only one game, and this is their tutorial, even if it is not yours. Report back.
