What map? Maps have differnet settings.
Was it an AI or a human player?
Some maps may have other startconditions may be it was one of the units the player had from beginning.
At which day can you invent medium tanks on your map?

Medium Tanks on Day 1?
I was playing the World player map on Day 1 and I was versing a country that has Level 1 Medium Tanks against me. Its Strength was 4 and its Condition was 100% is it a bug or something else

Thats right. If this was the reason in your specific case, he only has the few tanks you see. He has not yet the abilty to build such tanks

Not few.
One. New player (me!!) gets one Medium Tank. Boy do I protect that puppy! It always has sacrificial infantry and armor with it. It gets scratched, they are buffing that paint. She is the pride and joy of the armor core. Armored cars will throw themselves onto tank traps to protect that one Medium Tank!!
Day 8 is when I think I can research Medium tanks. Then the uniqueness will wear off and she will be just another armor unit to throw into the grinder.

It seemed like such a waste to destroy an entire battle station just to eliminate one man. But Charlie knew that it was the only way to ensure the absolute and total destruction of Quasi-duck, once and for all.The saying, "beating them into submission until payday", is just golden...pun intended.
