Messages after defeat

Once I am defeated, can I still send messages to people In the game? And will

They receive it and be able to reply?

When you have been defeated and you have lost your last province, you will be deleted from the game. You can't receive or send any messages.

You can change relations with other nations though. (what the heck?)
