Not really an issue. I wish I had too much resources in games… but you can also build ships and industry. Researching some units too. Just like any other resource is has quite a few uses. If you have too much maybe it’s a good idea to sell it in the market, if the price is worth it. Then you can hire spies, buy other resources, etc…
