I would like make a military ranking at D1 about the number of units of each countries and which units they have, it would help in a project, I hope many people can tell me how many units they have with their countries 
If you're looking for historical military power (in real life) I believe it went 1-Germany 2-SU 3-USA.
As for the exact in-game values, I'm not sure, but I think it's similar. The US had a massive economy at the beginning of the war, but a relatively small military. This changed quite quickly as it continued though. Hope this helps.

Best armies (land and air units) in order: Germany, US, France/Italy/Soviet Union (not sure), Britain/Japan
Best navies in order: Britain/Japan, US, France/Italy. Dunno if Soviet's have a navy, and Germany has only a few ships.
