I ve read few days ago that game wants to recruit moderators so i want to ask a few
1. Which are a moderators obligations
2. What are his authorities (Can he perform an IP check and comparison?)

We don't see mods around here too often... but from my memory when I was one:
1) You should watch around chat at certain hours and ban people who are trolling, pretend to be Hitler, etc etc.
2) No, you have to be a GO (Game Operator) for that which is the next rank up.
There should gave been a recent game announcement talking about getting new moderators. It has all the information you should need. You should check it if you are interested.
