As for the question 1 :

When you take any province from the enemy it is recommended it to put some troops in it to guarantee that this province don't do uprising .

The moral of the province increase if you have enough resources and specially food .

As for the question 2 :

You can build infrastructures to increase resource in the province that produce the resources that you want to increase.

As for the provinces that don't have resources it is optional if you want to build infrastructures or not depending on your strategy and planning .

this is one long term game lol only in day 4

but I took over 2 major cities in Libya and aprov

now its in coup

cool game but the long waits are harsh indeed
