Morale Question

You can't improve excpet by invading the other country

That's just it there isn't another country. I've got several Provinces with extremely low morale crying about the neighbors. My teammate is on one side and Im on the other. The provinces closest to him have a lower Neighbor penalty than those that are further away.

No idea then.

I think that the neighbors are not necessarily different countries but also proximal regions in the same country, while experimenting in one game I used gold to raise morale in a critical region and soon the regions around it went slightly up temporarily. Wish I knew how it was calculated though.
