Depends on what units you use, but overall I’d say manpower. You always have shortages of manpower and you can’t increase it with the market like with the other resources. Not to mention you need it for every unit and you start with the least amount of it.

Yes if a player doesn't expand and continue to produce units, manpower will run short, capture more provinces or upgrade recruiting offices
