moving troops through NPC's

im playing a game that has only 3 active players yet. one of them is doing something strange- he is moving his troops to surprise attack me through neutral territories, some of inactive players and some of NPC's without starting war with them. i know its possible through diplomacy with active players but is it possible with NPC's?

if so how can i also do it, and if not is it a cheater?

It's not cheating! He knows more about the game mechanics than you do. He has give the RoW (right of way) to the AI/NPC nations. After some day (not before day 8) the AI gives you RoW too. That's all 8o

if i already have some attention i have 2 more questions that i didnt recieve an answer for-

1. in the same game i attacked a heavily fortified city (lvl 4 or 5 i think) and i couldnt see the troops that i was attacking inside, is the fortification the reason?

2. a technical question- if i invite friends to play the game is there some benefits for that? just asking cause its common in games like this

Response to your questions:

1. After the 3 or 4th upgrade troops garrisoned in the Fortress are hidden until attacked unless u have spies in that province.

2. im not sure..
