I think if they are in the same alliance and/or joined to work together then yes, they are Wolfpacking. You can always report just in case.

Multiple teams ganging up/wolfpacking?
Hi,
I just wanted to get some clarity on the rules. I am playing a game where there’s a coalition with 5 countries but they are being helped by three other countries. I just wanted to know whether this is within the game rules. Being declared on war by 8 countries all obviously working together is not enjoyable.

check the Alliance affiliations in the service records.
if all 8 are members of the same Alliance, it IS wolfpacking by the ToS.

No different than a game I recently got crushed in...
Only 3 of us left and coincidentally all 3 of us had the same points. The retire option came up.
I suggested all retire and we would all get a 1st place solo win. Everyone is happy....no?
Turns out both the other guys were of the same alliance and decided to continue to wipe me out and keep the solo win just for them.
Took then 16 days to finish me
And I still got over 6k gold from the 8th place finish and 3 achievement thresholds.
