Simply click on which point on the province. A little screen should show up, click on where you want the naval base to go and it should build for you.

Naval Base-can only be built once per province
Hi. I was wondering, when you want to build a port and it tells you to select a spot for it, how do you do that? I'm trying to build on an island and it tells me to choose a place and I don't know how.
