The best is not to attack at all. Use your own fleet against enemy fleet, only add naval bombers as support if you have them.

Naval Bombers vs. Fleets
When attacking a mixed fleet (Battleships, Cruisers and Destroyers) with naval bombers, is it better to attack with the bombers as one big stack, or split into several smaller waves?

Split into waves of 5-6. Open up your unit stats by clicking on the unit, and view the SBDE (State-based-efficiency-damage)
Larger stacks do less damage. Try to keep your SBDE around 90-100%
