I heard that u can put a tactical bomber in an aircraft carrier,but it must be level 4 or higher .
But I find that quite unfair
Also I think that all naval ships should have Anti air capabilities
Since in ww2 all ships have AA guns on them.

Hi, how is it unfair for tactical bomber be in an aircraft carrier? Do you think they are suppose to do that at Level 1? If you are thinking about that, that is generally not possible as they are big and needs to be modified and cannot carry full weight and should decrease damage counter when in aircraft carrier. If you are thinking that it shouldn't be implemented, that is not historically accurate as you want things to be historically accurate in another post regarding new maps and I think this shall apply here too.

Naval bombers,can shoot all naval stuff, but except cruises, also if all ships haveAA GUNS , what can’t they just shoot down the naval bomber???

Well, not really. The "tactical bomber" category in CoW also includes the close air support planes of WW2 (dive bombers, fighters with added bombs or rockets, etc). These could be well operated from carriers, even early in the war (just ask the people of Pearl Harbor how effective they could be!), though quantities would typically be low compared to ground based aircraft (high profile land battelfields would see hundreds, sometimes thousands of aircraft operational overhead; carriers could just carry dozens).
Personally, I wouldn't mind of the L4 requirement was decreased to L2 (or L3 as a compromise )
