Naval use of rockets

Can rockets and I mean the V-type rockets be fired at convoys or naval formations and do they have to be imobile for that to happen?

They tend to have to be immobile, as if the unit is moving the rocket can miss. Only certain levels of rocket (3+) can harm naval units.

No rocket level can harm submarines.
