British islands safe with bunkers, (ressourceprovinces lvl5, each third or even each second common province on brit. islands lvl1). After that you can move your capitol to any area without killing your economy. At least for several days.

It is important to monitor province the state of morale of outlying provinces and keep them above 25% or be prepared to have to recapture. If the morale is stable or rising and above 25%, you are usually OK. There is about a 4% chance of rebellion at 28%.

Look at the morale factors for those provinces. The highest negative morale factor would probably be distance to capital (or worse no capital).

If you can, reduce the number of players that you are enemies with. Each enemy up to 5 costs you 5% morale.

Monitor your province morales in outlying areas.

You need to keep the outlying provinces above 25% or have sufficient troops in those provinces to suppress rebellions. At 25%, that means 7 hit points of ground units. If provinces get below 25% morale, then it takes more hit points or you need to keep troops near the province center to recapture.

You can keep units near the province centers of provinces that you don't have 7 hit points of ground units in to recapture revolting non-food provinces after they revolt.

If the province morale is stable and above 25%, you will need to decide whether that is acceptable. Provinces do have about a 4% chance of rebellion at 28%.

You can build level 1 fortification(s) or higher in a province in the area. Sometimes that will be enough to keep the provinces in the area above 25%. If the player is an AI either eliminate the AI quickly or consider offering a temporary peace. Once the peace is accepted which could be as much as 2-3 day changes, you don't get the minus 5% for that enemy or the 5% for each neighboring enemy province.

Avoid getting into a food shortage morale situation. It can quickly get you into a morale death spiral.

Building fortifications to stabilize outlying areas does take a lot of steel and is slow.
