Neighbors

Can someone explain me how this neighbors morale penalty works? I cant upload picture, so here is link

Province one next to other, one has -13 or 15 for neighbors and other -35. Why?

When the province is captured its moral is low, with time it goes up but since it's low there is a chance it might rebel and revert to being home province, whether under AI or player, hence having units on captured territory is significant when the moral is low. I'm not sure but I think having troops in the province also boost the moral growth.

moral is influenced by many factors, but this one i donot understand, why do i get negative 35 39 for neighbors?

Having troops in the province center helps to suppress rebellions, but doesnt boost the moral growth.

I know that, my question is why do I get so high penalty for neighbors? -35, -39 is very high as I can see, and all province arround is mine or my ally

The neighbor morale simply depends on the morale of the provinces that touch it.

so even if the neighboring province is an enemy, it if has a higher morale than yours, it exerts a positive morale on you.

Even if the neighboring provinces are all yours and they have a substantially lower morale, they try and bring your morale down.

think of it like water, it tries to flow evenly all around. It is hard to pile it up and fence it in.

I played COW for more than 4 years, it is first time I have problem with morale of my provinces. Even my core provinces went to 80-90%. Should I concentrate on core and build up there fortifications, or build it in provinces with low morale.?I think that first one is better.

Yes build a fort cluster in your core. Several high level forts in adjacent provinces in your core will work almost like a capital in keeping your core morale up.

Then you can move your capital a short distance away and again build a fort cluster there. Repeat as necessary.
