Yes, when you encounter neutral troops anywhere on the map, a war will start. Only RoW or share-map can prevent this.

Neutral Troops In Enemy Territory
What happens to neutral troops (and planes at the airbase) in enemy province center when I attack to take the province? Will they be damaged and cause war? There are enemy troops in that province too. I'm a lil bit curious
